Environmental crime rarely appears at scale overnight. It grows where early reports are not joined up, locations become repeat sites and enforcement lacks consistency.
Operational Risk
Repeated dumping, unmanaged waste and unclear ownership can quickly move from isolated reports into established problem locations requiring multi-agency action.
We help councils identify where cases stall, what evidence is missing and how early intervention can be made more reliable.
Training and Capability
Optima Consulting provides environmental enforcement training for councils that want to strengthen officer confidence, improve investigation quality and create a more joined-up response to environmental crime.
Training is delivered by experienced former environmental protection officers and former police officers with backgrounds in law, enforcement and environmental crime. Sessions can be shaped around your team's workload, local priorities and the level of support required.
Discuss Training Requirements
Training Focus
Investigation techniques, evidence gathering, interviews, case file preparation and building robust, prosecution-ready cases.
Operational grip, escalation routes, policy alignment, risk management and creating consistent standards across teams.
A joined-up approach to environmental crime, public confidence, local priorities and improving the sense of place.
Training can include the practical barriers that often stop councils acting confidently, including information governance, GDPR, Data Protection Impact Assessments and ICO expectations when using CCTV, deployable cameras or other monitoring tools.
These topics are explained in operational terms, balancing privacy, proportionality, public protection and evidential value.
Sessions can be tailored for individual teams, mixed services, senior leadership groups or elected Members.
Officers understand what good evidence looks like and how to progress cases with confidence.
Enforcement, public realm, waste, legal, data protection and communications work from the same playbook.
Training connects enforcement activity to public confidence, environmental standards and sense of place.
Abandoned Vehicles
Abandoned vehicle work often sits between waste, environmental health, streetscene, parking and contractor arrangements. When ownership is unclear, processes can become slow, repetitive and costly.
Vehicle Service Redesign
This support is grounded in recent local authority experience. Before retiring from council service, Optima's founder led an environmental protection team in a rural authority and reviewed how abandoned and untaxed vehicle reports were being handled.
Officers were spending significant time on repeat visits, warning notices, status checks, keeper tracing and contractor-led removals. At the same time, older DVLA checking routes were being withdrawn, pushing many councils toward slower paper-based processes.
The review identified a wider opportunity: not just to remove vehicles, but to redesign the process, improve governance, revisit contract terms, recognise vehicles with recoverable value and consider DVLA Devolved Power Partnership arrangements where appropriate.
After the revised approach was introduced, vehicle sales and fee recovery generated significant income, helping ensure the council's operational costs were well covered.
The website does not set out the full model, because the value is in understanding the legal, operational, governance and commercial risks before changing the process.
Support around the statutory abandoned vehicle process and the decision points officers need to evidence.
Practical advice on whether partnership powers for untaxed vehicles may fit the council's risk and governance position.
Review of removal, storage, disposal, sale routes and where value may currently be lost.
Workflow redesign to reduce avoidable visits and create clearer decisions from first report to final outcome.
Abandoned Vehicle Support
If your authority is still relying on slow keeper checks, repeat visits or contractor-led disposal with limited value recovery, we can help assess the opportunity and the risks.
